Castille to Receive Bar Medal at Bench-Bar

Pennsylvania Supreme Court Chief Justice Ronald D. Castille will receive the Philadelphia Bar Association's highest honor, the Bar Medal, at the Bench-Bar & Annual Conference Opening Luncheon on Friday, Oct. 17. The Bar Medal is given at the discretion of the Chancellor and only when it is felt that someone has contributed to the justice system and/or the community in a manner that is sustained, extraordinary and worthy of emulation.

The Bench-Bar & Annual Conference provides attendees the opportunity to earn continuing legal education (CLE) credit while networking with colleagues and members of the bench. National Pro Bono Week Oct. 19-25

Philly VIP Pro Bono Opportunities Day Oct. 21

Ethical Issues in Federal Tax Representation Oct. 21

Barristers' Know Your Rights Town Hall Event Oct. 21

Palliative Care and Hospice Discussion Oct. 23

Dr. Brenda Buzydlowski will discuss palliative care and hospice at the Thursday, Oct. 23 meting of the Elder Law & Guardianship Committee.

Dr. Buzydlowski started the pursuit of her life-long goal of becoming a physician in 2005. After spending 20 years in and around the pharmaceutical industry, she decided to go to medical school. Dr. Buzydlowski graduated from Philadelphia College of Osteopathic Medicine in 2011 and recently finished residency in Internal Medicine. She is currently a fellow in palliative care and hospice at PCOM. Palliative care became her passion during her third year of medical school. Dr. Buzydlowski has a particular interest in working in the ICU setting to bring palliative care to families and patients faced with difficult decisions.

Working Together in Multigenerational Office Oct. 29

The Business Law Section of the Philadelphia Bar Association, in conjunction with the Young Lawyers Division of the Philadelphia Bar Association, invite seasoned and junior attorneys to come together on Wednesday, Oct. 29 and engage in conversation about how we can better work together in today's multigenerational workplace.

How it works: Senior and junior lawyer attendees will be divided into small groups which will circulate to discuss focused topics at small round tables. Money Market Fund Reform CLE Oct. 31

The Investment Companies Committee will present the CLE program "Money Market Fund Reform: What You Need to Know" on Friday, Oct. 31.

Featured speaker Joan Ohlbaum Swirsky of Stradley Ronon Stevens & Young will explain how the added obligations of the new money market fund rule amendments, adopted by the U.S. Securities and Exchange Commission, will affect operations of fund boards, including information about liquidity fees, redemption gates and floating net asset values. The presentation will describe commentary in the adopting release, which is of interest to all registered funds, not only money market funds. In addition, the presentation will discuss the regulatory and market context of the reforms.

Replansky Award Nominations Due Oct. 31

The Business Law Section is seeking nominations from the Philadelphia legal community for the Section's 2014 Dennis H. Replansky Memorial Award. The award will be presented at the Section's Annual Reception to be held in January. The award recipient will receive the privilege of designating the recipient of the Section's annual charitable contribution to a public interest organization.

Award criteria are superior legal talent in the area of business law; unique contributions to and significant achievements within the business law community in the Philadelphia area; a reputation for mentoring young attorneys; significant participation in and contributions to civic and charitable causes in the community; and uniform recognition in the legal community of the candidate's honesty, integrity and professionalism.

Each candidate must be a member of the Philadelphia Bar Association's Business Law Section.
The Section established the award in recognition of Dennis Replansky's career as a lawyer and his contributions to legal, civic, religious and other charitable causes. Replansky was a 51-year-old senior partner at Blank Rome Comisky & McCauley LLP when he died in March 1994. He was a former chair of the Business Law Section.

Notice to Philadelphia Bar Association Members

Pursuant to Section 1100 of the Philadelphia Bar Association Bylaws, notice is hereby given to all members of the Philadelphia Bar Association that the following amendment to the Bylaws of the Philadelphia Bar Association were considered at the September 22, 2014 Board of Governors meeting and were approved for submission to the members at the Annual Meeting to take place on Tuesday, December 9, 2014 at noon at the Park Hyatt Philadelphia at the Bellevue.

Amendments to Section 208 of the Bylaws, as follows:

Section 208. The Board.
A. The members of the Board entitled to vote, shall be
1. the Officers, all of whom shall serve for a term co-extensive with their respective terms of office;
2. the immediate past Chancellor;
3. the immediate past Chair of the Board;
4. a representative of each Section designated by the Section and then serving as a member of the highest executive body of the Section who shall serve for a term of one year (provided that no such representative shall serve for more than three consecutive one-year terms); the Chair of each Section shall notify the Chair of the Board on or before December 31 of each year of the identity of the person designated by the Section to serve as a member of the Board during the following calendar year as a representative of the Section;
5. 15 persons elected by the Members as provided in Section 300(A)(1)(c), consisting of three classes of five Members each, who shall serve for a term of three years, one class being elected each year;
6. threesix persons appointed by the Chancellor pursuant to Section 208(C), each of whom shall serve for a term of three years, onetwo personpeople being appointed each year; and (a) In order to transition the 208(A)(6) appointments from three members with three year terms to six members with three year terms, the 2015 Chancellor shall on or before January 15, 2015, appoint two members to a term ending December 31, 2017, the 2016 Chancellor shall on or before January 15, 2016, appoint two members to a term ending December 31, 2018, and the 2017 Chancellor shall on or before January 15, 2017, appoint two members to a term ending December 31, 2019. As of January 15, and each year thereafter, the Chancellor shall appoint two members to a three year term as defined by 208(A)(6);
7. the Chair and Chair-Elect of the Young Lawyers Division; and
8. a Dean of one of the accredited area law schools identified on a list established by the Board of Governors, which Dean shall be designated by the Deans of such law schools, in a manner approved by the Board of Governors, to represent the Deans at any number of meetings.
B. The Chancellor immediately prior to the immediate past Chancellor , the President of the Philadelphia Bar Foundation, the Editor of The Philadelphia Lawyer, the Editor of the Philadelphia Bar Reporter, the Association’s delegates to the American Bar Association's House of Delegates, the Association's Zone Governor to the Pennsylvania Bar Association's Board of Governors, and the Presidents of the Philadelphia Association of Paralegals, the Greater Philadelphia Legal Marketing Association and the Philadelphia Legal Secretary's Association shall be entitled to be present and to be heard at all meetings of the Board as ex officio non-voting members of the Board.
C. On or before January 15 of each year, the Chancellor, upon consideration of the recommendations from the Committee on Diversity in the Profession with respect to such appointments, shall appoint twoa Members who is aare members of a racial minority, the lesbian, gay, bisexual or transgender community or other diverse individuals as a members of the Board, pursuant to Section 208(A)(6).
D. The Chancellor may also appoint a Member as Counsel to serve at the Chancellor's pleasure as an ex officio non-voting member of the Board.
E. No member of the Board may designate another person to represent such member at a meeting of, or to cast any vote in the deliberations of, the Board.

Bar to Elect Officers, Board Members Dec. 9

The Philadelphia Bar Association's Annual Election of officers and members of the Board of Governors will be held on Tuesday, Dec. 9 from 8:30 a.m. to 6 p.m. on the Ballroom Level of The Hyatt at The Bellevue, Broad and Walnut streets. Officers to be elected are vice chancellor, secretary, assistant secretary, treasurer, assistant treasurer and five members of the Board of Governors for three-year terms. According to Article IV, Section 406, Paragraph B, "The election shall be by (1) secret mailed ballot and (2) paper ballot or voting machine. In addition, Members may vote electronically over the Internet to the extent permitted by law pursuant to procedures established by the Board to preserve the confidentiality of the Member's vote and the integrity of the voting process. Voting machines, if available, shall be preferred for in-person voting, unless there is an election at which there is no contest. The position of the nominee on the ballot shall be determined by lot. The drawing of lots shall be conducted by the Judge of Elections not less than 25 days before the Annual Meeting in the presence of the nominees and/or their representatives. The form of the ballot shall be prescribed by the Board. A ballot shall be sent by the Association by mail to every Association member eligible to vote at least two weeks prior to the date set for the Annual Meeting. A mailed ballot shall not be counted unless it has been received at the office of the Association no later than 10 a.m. three business days prior to the date set for the Annual Meeting and in such manner as to preserve the confidentiality of the Member's vote. YLD to Elect 7 to Executive Committee

Ten candidates are running for seven seats on the Young Lawyers Division Executive Committee in the Tuesday, Dec. 9 election.

The candidates are Alison A. Besser, Ryan Briskin, Mario D’Adamo III, Caitlin M. Donnelly, Melanie J. Foreman, Dana Gittleman, Lindsay H. Schoonmaker, Ashley K. Shea, Franklin R. Strokoff, Thomas J. Szymanski and Anna B. Will. Executive Committee members serve three-year terms.

Balloting for members of the Young Lawyers Division Executive Committee will take place on Tuesday, Dec. 9, from 8:30 a.m. to 6 p.m. on the Ballroom Level of the Hyatt at The Bellevue, Broad and Walnut streets. Committee of Seventy Needs Election Volunteers

The Committee of Seventy's Election Program is a vital part of our fight for clean and well-run elections. Volunteers spend Election Day visiting polls and providing support for voters and polling place officials, helping resolve issues reported to the 1-855-SEVENTY Hotline for Elections and Voting. Thanks to the dedication of thousands of volunteers over the years, the program has become one of the largest and most sophisticated in the country.

Field Teams work in groups of two or three to monitor polls in a specific ward, checking for inappropriate behavior and answering voters' questions. They report incidents and ongoing problems back to the Committee of Seventy.

Roving Teams also work in groups of two or three but are assigned specific districts (each includes five to 10 wards). They respond to incidents and problems reported to Seventy by field teams or others calling the 1-855-SEVENTY hotline. We encourage returning volunteers (especially those with cars!) to consider serving on a roving team.

Hotline volunteers work in Seventy's office on Election Day, answering calls from voters, poll officials and Seventy Volunteers. Hotline volunteers staff the 1-855-SEVENTY Hotline for Elections and Voting and help voters find their polling places, give basic assistance with Election Day rules, direct problems to the correct authorities and document problems that will be responded to by field and roving teams.

Ciao Philadelphia Celebrates Italian Americans in Oct.

Ciao Philadelphia, a month-long series of more than 30 open-to-the-public events, will highlight the contributions of Italian Americans to the Greater Philadelphia region and, indeed, the world during October.

Daily events throughout October will include concerts, film screenings, architectural tours, demonstrations, exhibits, performances and lectures, to name a few.

From opera to jazz, radio to race cars, from the Columbus Day parade to the lectures on Leonardo DaVinci, Ciao Philadelphia truly has something to offer everyone, partnering with the most prominent cultural institutions of the region and each component of the Italian American community.

Deadline for Judicial Commission Candidates is Dec. 5

The Commission on Judicial Selection and Retention of the Philadelphia Bar Association evaluates the qualifications of persons seeking appointment or election to the Philadelphia Common Pleas and Municipal Courts. Individuals who wish to be considered for appointment or who are considering filing for the 2015 primary election as judicial candidates should contact the Commission on Judicial Selection & Retention c/o Charles J. Klitsch, Esq., the Bar Association's Director of Public and Legal Services, to obtain a Judicial Evaluation Questionnaire, the Commission's Guidelines for Evaluation of Attorney and Judge Candidates and Bylaws of the Philadelphia Bar Association.

In order to ensure that each candidate receives a full and fair evaluation, the completed questionnaire must be returned by Friday, Dec. 5, 2014 to "Judicial Commission" at 1101 Market St., 11th Floor, Philadelphia, PA 19107-2911.

All candidates who have previously been evaluated by the Commission must submit to a new review if they choose to run in the 2015 primary election. Under the Commission's Guidelines, any candidates who do not participate in the Commission's evaluation process will receive "Not Recommended" ratings if they continue to pursue either appointment or election.

U.S. Bankruptcy Judgeship Vacancy

Chief Judge Theodore A. McKee of the United States Court of Appeals for the Third Circuit announces the application process for a bankruptcy judgeship in the District of New Jersey, seated in Newark. A bankruptcy judge is appointed to a 14-year term pursuant to 28 U.S.C. §152.

To be qualified for appointment, an applicant must:

(a) Be a member in good standing of the Bar of the highest court of at least one state, the District of Columbia, or the Commonwealth of Puerto Rico and a member in good standing of every other Bar of which they are members.

(b) (1) Possess, and have a reputation for, integrity and good character; (2) possess, and have demonstrated, a commitment to equal justice under the law; (3) possess, and have demonstrated, outstanding legal ability and competence; (4) indicate by demeanor, character, and personality that the applicant would exhibit judicial temperament if appointed; and (5) be of sound physical and mental health sufficient to perform the essential duties of the office.

(c) Not be related by blood or marriage to (1) a judge of the United States Court of Appeals for the Third Circuit; (2) a member of the Judicial Council of the Third Circuit; or (3) a judge of the district court to be served, within the degrees specified in 28 U.S.C. § 458, at the time of the initial appointment.

(d) Have been engaged in the active practice of law for a period of at least five years. The Judicial Council may consider other suitable legal experience as a substitute for the active practice of law.

The selection process will be confidential and competitive. The annual salary for this position will be $183,172. Persons shall be considered without regard to race, color, age, gender, religion, national origin, disability, or religious affiliation. The name of the candidate selected for the position will be published for public comment prior to appointment. The name of the person selected will also be submitted to the Director of the Administrative Office, who shall request background reports by the Federal Bureau of Investigation (FBI) and the Internal Revenue Service (IRS).

Applicants Sought for FJD Judicial Fellowship Program

Philadelphia judges are seeking to host law school graduates as judicial fellows to provide the graduates with substantive legal experience while benefitting the court system with additional legal talent, as part of the First Judicial District's Judicial Fellowship Program. Now in its fourth year, the Judicial Fellowship Program was created in 2011 to address the difficult hiring climate for lawyers that many recent law graduates were facing.

The Judicial Fellowship Program aims to provide high-caliber law graduates with substantive experience in the law, and to support the Court in carrying out key functions. Fellows volunteer their time, have the same responsibilities as regular paid judicial law clerks, and gain the benefit of training by judges in the Philadelphia courts. Judicial fellows' service helps our high-volume court system maintain its superior quality of service to the Philadelphia community. Judges help judicial fellows by mentoring and providing legal experience that will enhance their competitiveness for paid employment as new lawyers.

Philadelphia Court of Common Pleas Judge Lisa M. Rau developed the program with help from Professor Chapin Cimino of Drexel University Thomas R. Kline School of Law as well as faculty and administrators from career services offices at the University of Pennsylvania Law School and Temple University Beasley School of Law. The Judicial Fellowship Program quickly expanded and now welcomes graduates from law schools from across the country. The Philadelphia Bar Association has been a constant supporter of the Judicial Fellowship Program.

The application process is streamlined and selective. Prospective judicial fellows apply directly via email to judges with whom they are interested in working. Judges select judicial fellows from those applicants who apply to them directly. The list of judges with available positions for judicial fellows is provided on the Judicial Fellowship Program's website. Each judge and fellow team designs a flexible schedule (minimum of 20 hours per week) that ensures reliable service to the judge but permits the fellow to seek a paid position elsewhere. Judicial fellows do not commit to any length of service enabling them to leave the fellowship with two weeks' notice to their judge upon obtaining paid employment.

As of September 2014, more than 61 judges have volunteered to host judicial fellows and the court has hosted 175 judicial fellows from 36 different law schools. The vast majority of judicial fellows who have left their fellowship departed for paid jobs using their legal skills.
