  • Integrating litigation, legislative and policy advocacy, organizing, and communications, ACLU-PA’s staff and volunteers work both independently and in coalition with those most affected by the issues we address to ensure that threats to liberty and the civil rights of all persons in Pennsylvania are met with stark resistance as we progress toward a more genuine multiracial, multicultural democracy.

    Immigrants’ rights
    LGBQ & transgender rights
    Voting rights
    Reproductive freedom
    Bail reform
    Inability to pay fines, costs, and restitution
    Freedom of speech
    Access to government information
    Freedom of religion
    Students’ rights

    We generally DO NOT take the following types of cases unless they involve an illegal policy, pattern, or practice in one of our priority areas:
    Individual criminal defense cases
    Deportation defense
    Housing disputes (e.g., landlord-tenant)
    Employment disputes (e.g., over wages and hours)
    Family law (e.g., divorce and custody)
    Wills, estate planning, and probate
    Cases involving incidents that occurred outside of Pennsylvania (click here for a national directory of ACLU offices)
  • We encourage people to use the online complaint link: http://www.aclupa.org/complaint. Online complaints produce the most complete information and are responded to on the quickest timeline. The ACLU of Pennsylvania is neither a government agency nor a general legal service organization, and we normally do not provide emergency services. We have limited resources and staff and are unable to pursue every case that comes to our attention.

    If you cannot fill out the online complaint form and you need to leave a voicemail message, please state and spell both your first and last name. In addition, please state your telephone number twice and give specific weekdays and times when we can contact you between the hours of 9 and 5. Then give a one sentence reason for your call.


  • Through advocacy, education and litigation, our attorneys, advocates and volunteers work to preserve and promote civil liberties including the freedom of speech, the right to privacy, reproductive freedom, and equal treatment under the law. We stand in defense of the rights of women and minorities, workers, students, immigrants, gay, lesbian, bisexual and transgender people, and others who have seen bias and bigotry threaten the rights afforded to all of us in this country by the Constitution and the Bill of Rights.
  • Litigation that is precedent-setting in order to maximize the legal impact with minimal resources or that enforces a clearly established Constitutional right.


    Public Education by the Speakers Bureau and staff members: The Speakers Bureau provides speakers to organizations, groups, and individuals throughout the state. The goal of this work is to educate the general public about their Constitutional rights and how they apply to their lives. Intake and referral service responds to individuals seeking legal advice or assistance on civil rights and liberties violations. Some cases are taken; others are referred to appropriate agencies.
