WHEREAS, Kenneth Shear has served the Philadelphia Bar Association, the oldest association of lawyers in the United States, as Executive Director for 37 years, holding the distinction of being the longest serving Executive Director in the 211 year history of this organization; and

WHEREAS, Kenneth Shear has worked tirelessly with bar leadership to build the Philadelphia Bar Association into the most highly respected metropolitan bar association in the United States; and

WHEREAS, Kenneth Shear has transformed the Philadelphia Bar Association into a model for other local and state bar associations to emulate; and

WHEREAS, Kenneth Shear is well known for his wise counsel, sound judgment and exceptional dedication to the Chancellors, leaders, members and staff of the Philadelphia Bar Association; and

WHEREAS, Kenneth Shear's commitment to access to justice for all Philadelphians is reflected in the number and range of legal services organizations, such as SeniorLAW Center, Support Center for Child Advocates, Homeless Advocacy Project, Philly VIP, and the Philadelphia Bar Foundation that have been founded with the leadership and guidance of the Philadelphia Bar Association during his tenure as Executive Director, and

WHEREAS, Kenneth Shear has been instrumental in the Philadelphia Bar Association receiving numerous awards for excellence from city, state and national organizations. In the past 37 years, the Association has won three ABA/NLADA Harrison Tweed Awards, given annually to bar associations that develop or significantly expand projects or programs to increase access to civil and criminal legal services for poor persons, an unprecedented achievement during the tenure of any bar association Executive Director, and

WHEREAS, Kenneth Shear's pursuit of justice for all Philadelphians has been recognized by his receipt of many awards, including the Community Legal Services Equal Justice Award, recognition from SeniorLAW Center, and the Philadelphia VIP Founders Award, and

WHEREAS, throughout his career as Executive Director, Kenneth Shear has lived the mission of the Philadelphia Bar Association, to serve the legal profession and the public by promoting justice, professional excellence and respect for the rule of law. Through his leadership, the Philadelphia Bar Association continues to foster understanding of, involvement in and access to the justice system, and

WHEREAS, after 37 years of exemplary service to the legal profession and the public, Kenneth Shear has decided to retire as Executive Director of the Philadelphia Bar Association as of December 31, 2013 and enjoy the passage of time with family and friends.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Governors of the Philadelphia Bar Association conveys its deepest gratitude to Kenneth Shear for distinguished service to the legal profession and the community and congratulates him on the occasion of his retirement as Executive Director.
